چکیده

This paper proposes a Bayesian belief network (BBN) model for the estimation of accidental oil outflow in a ship-ship collision where a product tanker is struck. The intended application area for this model is maritime traffic risk assessment, i.e. in a setting in which the uncertainty regarding the specific vessel characteristics is high. The BBN combines a model for linking relevant variables of the impact scenario to the damage extent with a model for estimating the tank layouts based on limited information regarding the ship, as typically available from data from the Automatic Information System (AIS). The damage extent model, formulated as a logistic regression model and based on a mechanical engineering model for the coupled inner-outer dynamics problem of two colliding ships, is implemented in a discretized version in the BBN. The model for estimating the tank layout is applied for a representative set of product tankers typically operating in the Baltic Sea area. The methodology for constructing the BBN is discussed and results are shown.

An oil outflow model for tanker collisions and groundings

In this paper we have developed an oil outflow model for collision and grounding accidents of tankers. The collision model explicitly links input variables such as tanker hull design (single or double), displacement and speed, striking vessel displacement and speed, and the interaction angle of both vessels to output variables: longitudinal and transversal damage extents of the tanker. Overlayi...

A probabilistic model for accidental cargo oil outflow from product tankers in a ship-ship collision.

In risk assessment of maritime transportation, estimation of accidental oil outflow from tankers is important for assessing environmental impacts. However, there typically is limited data concerning the specific structural design and tank arrangement of ships operating in a given area. Moreover, there is uncertainty about the accident scenarios potentially emerging from ship encounters. This pa...

Oil Tanker Design Methodology Considering Probabilis- Tic Accident Damage

This paper proposes a total-system design methodology that includes four important components necessary for a systematic approach to oil tanker concept design. These are: • An efficient and effective search of design space for optimal or non-dominated designs • Well-defined and quantitative measures of objective attributes, cost and risk • An effective format to describe the design space and to...

Risk management model of winter navigation operations.

The wintertime maritime traffic operations in the Gulf of Finland are managed through the Finnish-Swedish Winter Navigation System. This establishes the requirements and limitations for the vessels navigating when ice covers this area. During winter navigation in the Gulf of Finland, the largest risk stems from accidental ship collisions which may also trigger oil spills. In this article, a mod...

A framework for risk analysis of maritime transportation systems: A case study for oil spill from tankers in a ship¬タモship collision

This paper proposes a framework for risk analysis of maritime transportation systems, where risk analysis is understood as a tool for argumentative decision support. Uncertainty is given a more prominent role than in the current state of art in the maritime transportation application area, and various tools are presented for analyzing uncertainty. A two-stage risk description is applied. In the...
